Meet Maui’s New Ocean Safety Officers

In observance of Independence Day, HGEA offices will be closed on Tuesday, July 4.

Eight of the newest additions to Maui’s Ocean Safety Bureau — and Unit 15 — graduated as part of the department’s fifth recruitment class. The 12-week training was led by Unit 15 members Zach Edlao, Ocean Safety Officer IV, and Jon Kaneshina, Ocean Safety Officer III.

The graduating recruits (left to right in the photo above) are Alex King, Ginger Prados, Haley Kalama, Leyla Anderson, Liane Mickey, Ozzie Clarke, Anthony Cappadona and Tristan Kasprzycki. Kasprzycki finished at the top of the class in academics, athletics and the most outstanding recruit. Mickey was honored with the Surf 50 Award for displaying high levels of character and aptitude fitting of the ocean safety profession.

Negotiations for the current 2021-2025 HGEA collective bargaining agreements began in 2020 during the first year of the pandemic. It was a very challenging time, but we were able to fight off Gov. David Ige’s furlough plans and eventually secure pay increases effective July 2022 through June 2025.

The next pay increases for employees in all nine HGEA bargaining units take effect on July 1, 2023. Log on to the members only page for more information about the increase for your bargaining unit.

Do you have a recent Hawaii high school graduate in your life who will pursue studies full time at a university, college, community college, vocational or trade school? Now’s the time to apply for the HGEA Union Strong scholarship.

Two $2,000 scholarships will be awarded. Cover letters and essays are due by Monday, July 31. Applicants must be a dependent of an HGEA included bargaining unit member in good standing for at least one year prior to July 31, 2023.

Ratification Reminder: Drug and Alcohol Testing Supplemental Agreement

Dear Subscriber,

Hawaii Health System Corporation employees in Units 2, 3, 4, 9 and 13 are covered by a Drug and Alcohol Testing Memorandum of Agreement. The agreement outlines procedures for drug and alcohol testing based on reasonable suspicion and random testing for employees who work in certain occupations that are classified as health, safety and public trust positions.

All HHSC employees in HGEA bargaining units are subject to drug and alcohol testing based on reasonable suspicion. In addition, HHSC employees in Unit 9 (Registered Professional Nurses) are also subject to random drug and alcohol testing.

The current agreement for Units 2, 3, 4, 9 and 13:

Does not address situations where a positive test result is related to medical marijuana prescribed by a licensed physician
After a positive test result for marijuana, the only reason the result can be reported as negative by a medical review officer is if the employee has a valid prescription for Marinol (a man-made form of the active natural substance in marijuana [cannabis] called Dronabinol or THC)

Under the proposed supplemental agreement up for ratification:

A positive test for marijuana will be reviewed by the medical review officer
If there is a legitimate medical reason for the positive test, such as medical marijuana prescribed by a licensed physician, the medical review officer will have the discretion and authority to report it as a negative test result

It is recommended that you vote ‘YES’ to approve the proposed supplemental agreement to revise the current Drug and Alcohol Testing MOA. The proposed revision is appropriate and takes into account the development of marijuana-based medications to treat pain and other conditions, and the legalization of medical marijuana in Hawaii.

Mahalo Waste & Recycling Workers

Here are a few of their stories:

	Tess Herman, Maui Recycling Specialist IV, Maui County Unit 13 Member Every item has potential to be recycled. We develop programming for products that are not often thought about as traditional “recyclables,” like your old car. With the help of our team, this past year I wrote and developed a new program to offer free towing and recycling of old unwanted junk vehicles for Maui County residents. I am proud of this accomplishment because getting a new government program up and running is a major challenge we overcame, and this program is a win-win for both residents and the environment alike.
	Codie Jascor, Maui Recycling Program Assistant, Maui County Unit 3 Member The most rewarding thing to me about being a waste and recycling worker is knowing that I’m making a difference in a place — Maui — that is special, sacred, and cherished to so many people. Doing this type of work allows our generation and many more to come to also enjoy this beautiful and special island.
	Leinaala Mahi, Oahu Recycling Specialist III, City & County of Honolulu Unit 13 Member My greatest pleasure comes from sharing, through public education, about the unique way we manage trash on Oahu. Approximately 10% of our island homes are powered from opala brought to H-POWER. Nearly 90% of garbage is diverted from the Waimanalo Gulch Sanitary Landfill. Making sure that we are culturally appropriate, safe and thoughtful with our information and operations gives me personal satisfaction. My job gives me the opportunity to use my expertise as a cultural practitioner in my profession to enhance the community.
	Tia Stupplebeen, Maui Landfill Worksite Supervisor I, Maui County Unit 3 Member Being in the landfill industry is unforgiving at times — continuing to fill our land with trash saddens me. Knowing the great environmental impacts we can have on our surroundings and insuring we follow all governmental regulations is why I do my job. The reward will come when we move to alternative solutions, but for now, we do our best to protect the land, sea and air for our keiki, moopuna and all future generations.
	Daezsa Tomas-Tamagawa, Kauai Recycling Specialist I, Kauai County Unit 13 Member At my position as a Recycling/HI5 Specialist, I’m an educator, inspector, and creator. These duties contribute to our overall goal of reducing the amount of waste that goes to our landfill. One person can’t solve the growing (local and global) problem with waste, but one person can certainly help keep it going in the right direction. My duties help strengthen the community’s knowledge and encourage them to reduce, reuse, recycle, and rot. Let’s make aina-minded decisions automatic!
	Claire Randazzo, Maui Recycling Program Assistant, Maui County Unit 3 Member With the Environmental Protection and Sustainability Division, we are working to serve the land, the island, and the people whose lives are here. Whether the reward is more nearsighted, seeing positive impact immediately following a project or cleanup, or farsighted, where the impacts are bit by bit and a long work in progress, all of these conscious efforts are to take care of the planet and the life that takes care of us in return. It is rewarding simply to put in the energy and time, and care for something bigger than myself.

Luke Shepardson Never Quits

On the heels of his surprise victory in the Eddie Aikau, Unit 15’s Luke Shepardson has been honored by AFSCME.

Shepardson, Water Safety Officer II with the City and County of Honolulu, had to use vacation hours to squeeze in his competition heats. When he paddled out, he had only one thing on his mind: he had to get back to work.

“When I got back to the beach after my second heat, I had a feeling that I did really good,” Shepardson told AFSCME. “I had a feeling that maybe I had won.”

Shepardson is a winner of AFSCME’s Never Quit Service Award, which recognizes public service workers who go above and beyond the call of duty to make their communities better.

Some $43,000 was awarded in total to 14 individuals pursuing higher education, including HGEA members and their dependents. For 2023-24, the scholarship committee chose to award a $4,000 scholarship, along with 13 scholarships worth $3,000.

In the initial race for Oahu Director-At-Large, the candidate with the highest number of votes did not obtain enough votes to constitute a “majority vote.” We are conducting a run-off election between the two candidates who ran first and second, according to AFSCME’s Local Union Election Manual.

City Council Passes Hazard Pay Resolution

In observance of King Kamehameha Day, HGEA offices will be closed on Monday, June 12.

The Honolulu City Council passed Resolution 23-114, which urges the city administration to provide temporary hazard pay to its employees who performed essential work during the COVID-19 pandemic. HGEA strongly supported the measure as part of our effort to ensure government employees are fairly compensated for the hazards they faced.

“These employees risked their lives and set aside their fears of an unknown threat to ensure that city operations and functions were met, while the island paused during a time of global uncertainty. They are Oahu’s unsung heroes,” wrote Randy Perreira, Executive Director of HGEA, in his testimony to the council.

Perreira will be meeting with city officials this week, and they appear agreeable to using federal dollars for THP, he says.

Fighting For Hazard Pay

The first phase of arbitration hearings for Hawaii County wrapped up this week, and HGEA continues to fight for fair compensation on behalf of employees who were exposed to COVID-19 across the state.

With numerous grievances and arbitration processes for temporary hazard pay ongoing, HGEA has developed an update page on our website where you can get the latest info about your jurisdiction. Some processes are further along than others. We will update this page as more information becomes available for members.

The daughter of HGEA Maui Member Eric Nakagawa is one of 10 nationwide recipients of the AFSCME Family Scholarship. Cami Nakagawa, a graduating senior from Kamehameha Schools Maui, used her scholarship essay to reflect on the importance of labor union representation in her ohana.

“In learning about what AFSCME does, it made me think about public servants like my dad and the work he and his team does in the Wastewater Department. It is a stinky, thankless job. Only workers see what it takes day in and day out to maintain the privileges we public citizens have come to enjoy. It seems the only time anyone acknowledges their work is when something goes wrong… My dad never says anything about it. He and his team just continues doing the work that needs to be done,” she wrote.
