Honolulu C&C Settlement Offer

Voting Starts Monday, May 12

The City and County of Honolulu has offered HGEA a settlement for employees in Unit 15 who worked for the city from March 5, 2020 to March 5, 2022.

According to the offer, eligible employees would receive a temporary hazard pay at a 15% rate of the entry rate of their salary range for all non-leave hours worked during the two-year time period of the pandemic. Payment would be subject to taxes, dues, and contributions to the Employees’ Retirement System.

The city is targeting this fall to issue payments to affected employees.

Getting to the point of resolution in this years-long dispute for hazard pay has not been easy. Our goal has always been to make sure that any settlement we bring to you is a fair and reasonable resolution for employees who put themselves, and their families, at risk. We appreciate your patience as we waged this fight on your behalf.

HGEA is NOT making a recommendation on whether you should accept or reject this settlement offer.

All voting will be done through electronic ballot.
Voting starts on Monday, May 12 and will remain open until 6 p.m. Tuesday, May 13.
On May 12, an electronic ratification ballot will be sent to your personal email address from “HGEA Ballot,” with the subject, “HGEA Unit 15 – City and County of Honolulu THP Settlement Agreement.”

Results of the ratification vote will be reported on Wednesday, May 14.

According to the offer, employees who worked for the city from March 5, 2020 to March 5, 2022 — and filed a timely THP request — would receive a payment of $15,000, subject to taxes, dues, and contributions to the Employees’ Retirement System.

The city is targeting this fall to issue payments to affected employees.

HGEA is NOT making a recommendation on whether you should accept or reject this settlement offer.

All voting will be done through electronic ballot.

She spoke on her win in the Miss Aloha Hula competition at this year’s Merrie Monarch Festival, and her experience as a Registered Nurse II with the state Department of Health on Kauai.

More than $40,000 in scholarships have been awarded to 20 worthy members and dependents pursuing post-high school education or training in 2025-2026.

Unit 3 member Megan Nashiwa of Maui received the top award of $3,000. Nineteen others, including two members, received $2,000 each.

Dear Subscriber,

The County of Maui is offering to increase the amount of their contributions toward employees’ health benefit premiums effective July 21, 2025 through June 30, 2027.

Maui County members in Units 2, 3, 4 and 13 are eligible to vote in the ratification that starts today, May 5 and ends at 4:30 p.m. on Wednesday, May 7.

Under the proposed agreement, the county will pay:

100% of the premium and administrative cost of the HMSA 75/25 PPO plan or the Kaiser Standard HMO plan (single, two-party or family coverage) vs. current 90%.
100% of the premium and administrative cost of the Verdegard Supplemental Medical and Prescription Drug plan (single, two-party or family coverage) vs. current 60%.
100% of the premium and administrative cost for dental and vision coverage (single, two-party or family coverage) vs. current 60%.
$200 per month for employees not enrolled in any of the county’s medical coverage plans.

In the interest of equity and fairness, HGEA proposed that these subsidies be extended to all employees regardless of the medical plan they are enrolled in. Unfortunately, our proposal was not accepted at this time, and the county will not be offering the same increase in employer contributions for higher coverage medical plans.

Since the impact of this proposal differs depending on your medical and financial situation, HGEA is NOT making a recommendation on whether you should accept or reject this supplemental agreement from the county.
