Unit 13 Ratification Voting Info: Get Ready to Vote Starting Friday

Your negotiating team recommends that you vote YES to approve the Tentative Agreement (TA) for the following reasons:
- A significant change that your team negotiated was the removal of language that would have had a severe negative impact on your creditable service time towards the step movement plan. The employers initial proposal included: “No step movements or time creditable for step movements from July 1, 2021 to and including June 30, 2022.” That language was removed. While there will be no step movements for the first year under this agreement, your team felt it was essential that you receive service time credit towards the step movement plan.
- TA includes increases in the employers contributions toward your health benefit premiums effective July 1, 2021 and July 1, 2022.
- Second year reopener in anticipation of our economy recovering to a pre-pandemic level. This allows your negotiating team to go back to the bargaining table to advocate for pay or other compensation increases.
- If approved, you will have a successor contract in place effective July 1, 2021 when the current contract expires on June 30, 2021.
HGEA has requested release time from the employer to allow you work time to review the TA information and to vote. Release time is allowed whether you vote electronically or in person.

Electronic Ratification Voting Starts Friday,
May 21 at 9 a.m.
Electronic ratification voting continues until 4:30 p.m. on Thursday, May 27.
VOTING INSTRUCTIONS:
On Friday, May 21 at 9 a.m. you will receive a ballot in your personal email from “HGEA Ballot” with the subject, “VOTE NOW: HGEA UNIT 13 Contract Ratification.” Check your junk or spam folder.
There will be limited walk-in voting at all HGEA Division Offices. Walk-in voting on Oahu will be held on the first floor of the HGEA building. Due to possible long wait times as well as health and safety concerns regarding COVID-19 and physical distancing requirements, you are strongly encouraged to vote electronically.

Monday, May 24: 10:00 a.m. – 2:00 p.m.
Tuesday, May 25: 10:00 a.m. – 2:00 p.m.
Wednesday, May 26: 10:00 a.m. – 2:00 p.m.

Your Unit 13 negotiating team has reached a tentative agreement (TA) with the employer group on a successor collective bargaining agreement effective July 1, 2021 to June 30, 2023.

Summary of Tentative Agreement Unit 13
May 2021
Duration
Two (2) year duration (7/1/2021 to 6/30/2023) with reopener language specific to salaries (e.g., % increase, step movement, lump-sum) or other compensation in lieu of salaries or as a portion of salaries in the second year.
Effective July 1, 2021
No increase to salary schedule or step movements from 7/1/2021 to and including 6/30/2022 (all employees, including SRNA, shall continue to receive 6/30/2021 pay rate to and including 6/30/2022).
EUTF – Increase in employer contributions toward employee health benefit premiums. 60% employer contributions based on HMSA 80/20 medical plan. Primary medical (medical, drug & chiro) employer contributions = $428.78-self; $1,041.40-two party; $1,327.70-family; w/ a 84.3% cap), other plans (i.e., dental, vision, dual coverage [medical & drug]) 60-40 employer-employee split, except 100% life.
Effective July 1, 2022
EUTF – Increase in employer contributions toward employee health benefit premiums. Primary medical (medical, drug & chiro) employer contribution amounts based on 60% of total premium of HMSA 80/20 medical plan (with drug & chiro) provided dollar amount shall not exceed 84.3% of total premium, other plans (i.e., dental, vision, dual coverage [medical & drug]) 60-40 employer-employee split, except 100% life.

Ratification voting will be conducted electronically beginning on Friday, May 21. There will be limited walk-in voting at all HGEA Division Offices next week Monday through Wednesday, May 24 – 26.
