Unit 13 Overwhelmingly Rejects Employer Settlement Proposal
|
Unit 13 members overwhelmingly voted to reject the employer settlement proposal for the contract period effective July 1, 2021 – June 30, 2023.
Ratification voting started Wednesday, April 21 and ended at 8 a.m. on Friday, April 23.
Total votes cast were: 3,170
Total no votes: 2,999
Percentage: 95% reject

Unit 13 Negotiating Team Recommends “No” Vote on Employer Proposal: Electronic ratification voting starts Wednesday morning

Up for a ratification vote of the Unit 13 membership is the following employer proposal on a successor collective bargaining agreement effective July 1, 2021 to June 30, 2023.
This decision was determined after we received an eleventh hour unexpected counter-proposal from the employers to settle the contract in response to the unions’ proposal that the employer increase its contribution toward your health benefit premiums with the Employer-Union Health Benefits Trust Fund (EUTF).

Unit 13 – Summary of Tentative Agreement
April 2021
Duration
Two (2) year duration (7/1/2021 to 6/30/2023) with reopener language specific to wages in the second year.
Effective July 1, 2021
- No increase to salary schedule from July 1, 2021 to and including June 30, 2022 (all employees, including SRNA, shall continue to receive 6/30/2021 pay rate to and including 6/30/2022).
- No step movements or time credible for step movements from July 1, 2021 to and including June 30, 2022.
- EUTF: 60% employer contributions based on 80/20 HMSA plan) Primary medical (medical, drug & chiro) (Employer contributions: $428.78-self; $1041.40-two party; $1327.70-family; 84.3% cap), other plans (i.e., dental, vision, dual coverage [medical & drug]) 60-40, except 100% life.
Effective July 1, 2022
- Reopener language: Allows for either party to initiate negotiations regarding Article 51 – Salaries, for the period of July 1, 2022 to June 30, 2023.
- EUTF: (60% employer contributions based on 80/20 HMSA plan) Primary medical (medical, drug & chiro) employer contribution amounts based on 60% of total premium of HMSA 80/20 medical plan (with drug & chiro) provided dollar amount shall not exceed 84.3% of total premium, other plans (i.e., dental, vision, dual coverage [medical & drug]) 60-40, except 100% life.

Ratification of this tentative agreement is taking place in a very short time period to meet the Legislative deadline for funding.
ELECTRONIC VOTING TIMES: Voting begins Wednesday, April 21 when you receive your email ballot and ends at 4:30 p.m. on Thursday, April 22.
There will be limited walk-in voting for those who cannot vote electronically at all HGEA Division Offices. Voting on Oahu will be held in the first floor union hall. Due to possible long wait times, health and safety concerns regarding COVID-19 and social distancing requirements, you are strongly encouraged to vote electronically.

NOTE: Walk-in voting ends early on Thursday to allow time for ballot counting which will be done by unit members.

The Open Enrollment period for active employees began April 1, 2021, and we wanted to give you an update on the Hawaii Employer-Union Health Benefits Trust Fund (EUTF) as you consider the various health plan options for you and your family.
HGEA and the five other public-sector unions have agreed to work together to resolve the employer/employee split issue and reach an agreement with the employer before the end of the Open Enrollment period, which was slated for April 30, 2021. However, we have been informed that open enrollment will likely be extended beyond that deadline to allow time for members to make their selection.
