Unit 9 rejects employer counter-proposal

Dear Unit 9 Members:

As you may be aware HGEA, along with the other public sector unions, has been attempting to engage the employers in discussions to try and settle the employer/employee split on the EUTF premiums. The objective was to try and reach an agreement with the employers in time for open enrollment and to ensure that the legislature would be able to approve funding for the next plan year beginning on July 1, 2021. We proposed that the employer continue paying 60% of the premium based on the HMSA 80/20 plan on the new plan rates that will go into effect on July 1, 2021.

After several exchanges with the employer, we did not find their proposals to be in the best interest of our BU 09 members. Rather than address the immediate EUTF issue, the employers were not willing to negotiate fairly and submitted a “total package settlement” that addresses the EUTF premiums at the expense of foregoing any wage increases and step movements in the first year of the new contract, and all other proposals aside from wages in the second year.

Agreeing to the employer’s total package settlement would essentially take away our ability to continue bargaining for better wages and working conditions on your behalf.

For Unit 9, that would mean:

Your time would not be recognized as creditable service toward step movements.

Although the employer’s offer included a reopener in the second year of the new contract, it would not allow for the opportunity to address other important issues.

Along with seeking to continue closing the gap with private sector nurses wages, a priority for our Unit 9 negotiating team has been to pursue improvements to various differentials that would address our unique working conditions and have not been adequately addressed by the employers over the last several contract terms.

You may also be hearing that some of the other public sector unions as well as some of our HGEA bargaining units will be conducting ratification meetings this week on the employer’s proposal. Given the unreasonable time constraints and the unfavorable terms, your Unit 9 negotiating team has unanimously voted to reject the employer’s proposal.

HGEA and the five other public-sector unions have agreed to work together to resolve the employer/employee split issue and reach an agreement with the employer before the end of the Open Enrollment period, which was slated for April 30, 2021. However, we have been informed that open enrollment will likely be extended beyond that deadline to allow time for members to make their selection.

Unit 6 Negotiating Team Rejects Employer’s Proposal to Settle

Dear Unit 6 Members,

Your Unit 6 negotiating team met yesterday to discuss the employer’s proposal to settle your next contract. The employer’s proposal was a counteroffer sent at the eleventh hour in response to the union’s offer to resolve the employer’s contribution to the EUTF premium before the legislature finalizes the budget. While your negotiating team sees the lure of accepting this deal to maintain the 60/40 contribution split on the HSMA 80/20 plan, they did not find the employer’s offer viable. Agreeing to the employer’s total package settlement would essentially take away our ability to continue bargaining for better wages and working conditions on your behalf.

For Unit 6, that would mean:

No salary increases from July 1, 2021 to and including June 30, 2022.

Although the Employer’s offer included a reopener for the second year of the new contract, it would not allow the team to address other important proposals.

Unreasonable time constraints with little to no opportunity for members to participate in the negotiations process.

All other proposals from both parties would be withdrawn which means two contract cycles (a total of eight years) of no good faith discussions at the bargaining table.

While your negotiating team realizes a pay increase is unlikely in the first year due to the uncertainty of the State’s financial situation, they want to keep negotiations open with the employer. HSTA is also rejecting the employer’s offer because they intend to continue with their bargaining. Your negotiating team considered whether the employer’s proposal should be offered to Unit 6 employees to ratify, however, after much deliberation, your team chose to reject the proposal and continue with the negotiation process.

Your Unit 14 negotiating team met yesterday to discuss the employer’s proposal to settle your next contract. The employer’s offer was a counterproposal sent at the eleventh hour in response to the union’s proposal to resolve the employer’s contributions toward your EUTF health benefit premiums.

While the negotiating team sees the lure of accepting the offer to resolve the EUTF issue, agreeing to the employer’s settlement offer at this late stage to garner the funding necessary at the State Legislature also takes away the unit’s ability to continue bargaining for a better standard of living and working conditions on your behalf.

Some of the unfavorable provisions of the employer’s offer included:

No salary increases from July 1, 2021 to June 30, 2022.
No step movements or time creditable for step movements from July 1, 2021 to June 30, 2022.
Although the employer’s offer included a reopener for the second year regarding salaries, it doesn’t ensure any increases or step movements would be granted.
All other proposals from both parties would be withdrawn which would prevent your team from trying to address other important issues.
This late employer offer results in unreasonable time constraints with little or no opportunity for members to participate in the process.

While your negotiating team realizes that a pay increase is unlikely in the first year due to the uncertainly of the state’s financial situation, they want to keep negotiations open with the employer. Dear Unit 15 Members,

Your Unit 15 negotiating team met on Tuesday, April 20, 2021 to discuss the Employer’s proposal that was put forward at the eleventh hour. The Employer’s proposal was a counteroffer to the union’s offer to resolve the Employer’s contribution to the EUTF premium before the legislature finalizes the budget.

In order to maintain the 60/40 contribution split on the HMSA 80/20 plan, the team would also have to accept other unfavorable terms from the Employer which was included as a total package settlement:

No salary increases from July 1, 2021 to and including June 30, 2022
No step movements or time creditable for step movements from July 1, 2021 to and including June 30, 2022
All other proposals from both parties be withdrawn

While your negotiating team realizes a pay increase is unlikely in the first year due to fiscal challenges, they want to keep negotiations open with the Employer, especially because all employees within Bargaining Unit 15 are county employees. Similar to Police and Fire, Ocean Safety and Water Safety Officers are First Responders and there are other matters that your team is attempting to achieve to improve your working conditions through the negotiations process.

The team considered whether the proposal should be offered to Unit 15 employees to ratify, however, after much deliberation, your negotiating team unanimously voted to reject the Employer’s proposal. We will continue to keep you updated on the negotiations process via eBulletin.

Tentative Agreement Reached for Unit 3:

Electronic ratification voting starts tomorrow morning

Your Unit 3 negotiating team has reached a tentative agreement (TA) with the employer group on a successor collective bargaining agreement effective July 1, 2021 to June 30, 2023.

An agreement was reached after we received an unexpected eleventh hour counter-proposal from the employers to settle the contract in response to the unions’ proposal that the employer increase its contribution toward your health benefit premiums with the Employer-Union Health Benefits Trust Fund (EUTF).

Negotiations Team Recommendation

The Unit 3 Negotiating Team is recommending that you vote YES on this agreement

Summary of Tentative Agreement- Unit 03

April 2021

Duration

Two (2) year duration (7/1/2021 to 6/30/2023) with reopener language specific to wages in the second year.

Effective July 1, 2021

No increase to salary schedule from 7/1/2021 to and including 6/30/2022 (all employees, including SRNA, shall continue to receive 6/30/2021 pay rate to and including 6/30/2022).

EUTF: 60% employer contributions based on 80/20 HMSA plan) Primary medical (medical, drug & chiro) (Employer contributions: $428.78-self; $1041.40-two party; $1327.70-family; 84.3% cap), other plans (i.e., dental, vision, dual coverage [medical & drug]) 60-40, except 100% life.

Effective July 1, 2022

EUTF: (60% employer contributions based on 80/20 HMSA plan) Primary medical (medical, drug & chiro) employer contribution amounts based on 60% of total premium of HMSA 80/20 medical plan (with drug & chiro) provided dollar amount shall not exceed 84.3% of total premium, other plans (i.e., dental, vision, dual coverage [medical & drug]) 60-40, except 100% life.

Ratification of this tentative agreement is taking place in a very short time period to meet the Legislative deadline for funding.

There will be limited walk-in voting for those who cannot vote electronically at all HGEA Division Offices. Voting on Oahu will be held in the first floor union hall. Due to possible long wait times, health and safety concerns regarding COVID-19 and social distancing requirements, you are strongly encouraged to vote electronically.

Tentative Agreement Reached for Unit 2:

Electronic ratification voting starts tomorrow morning

Your Unit 2 negotiating team has reached a tentative agreement (TA) with the employer group on a successor collective bargaining agreement effective July 1, 2021 to June 30, 2023.

An agreement was reached after we received an unexpected eleventh hour counter-proposal from the employers to settle the contract in response to the unions’ proposal that the employer increase its contribution toward your health benefit premiums with the Employer-Union Health Benefits Trust Fund (EUTF).

Negotiations Team Recommendation

The Unit 2 Negotiating Team is recommending that you vote “YES”

Summary of Tentative Agreement Unit 2

April 2021

Duration: Two (2) year duration (7/1/2021 to 6/30/2023) with reopener language specific to wages in the second year.

Effective July 1, 2021

No increase to salary schedule from 7/1/2021 to and including 6/30/2022 (all employees, including SRNA, shall continue to receive 6/30/2021 pay rate to and including 6/30/2022).

EUTF: (60% employer contributions based on 80/20 HMSA plan) Primary medical (medical, drug & chiro) (Employer contributions: $428.78-self; $1041.40-two party; $1327.70-family; 84.3% cap), other plans (i.e., dental, vision, dual coverage [medical & drug]) 60-40, except 100% life.

Effective July 1, 2022

EUTF: (60% employer contributions based on 80/20 HMSA plan) Primary medical (medical, drug & chiro) employer contribution amounts based on 60% of total premium of HMSA 80/20 medical plan (with drug & chiro) provided dollar amount shall not exceed 84.3% of total premium, other plans (i.e., dental, vision, dual coverage [medical & drug]) 60-40, except 100% life.

Ratification of this tentative agreement is taking place in a very short time period to meet the Legislative deadline for funding.

ELECTRONIC VOTING TIMES: Voting begins Wednesday, April 21 when you receive your email ballot and ends at 4:30 p.m. on Thursday, April 22.

There will be limited walk-in voting for those who cannot vote electronically at all HGEA Division Offices. Voting on Oahu will be held in the first floor union hall. Due to possible long wait times, health and safety concerns regarding COVID-19 and social distancing requirements, you are strongly encouraged to vote electronically.

Wednesday, April 21: 11:00 a.m. – 4:30 p.m.

The EUTF Board of Trustees has extended the 2021 Active Employee Open Enrollment from April 30 to May 14, 2021.

EUTF Update

The Open Enrollment period for active employees began April 1, 2021, and we wanted to give you an update on the Hawaii Employer-Union Health Benefits Trust Fund (EUTF) as you consider the various health plan options for you and your family.

HGEA and the five other public-sector unions have agreed to work together to resolve the employer/employee split issue and reach an agreement with the employer before the end of the Open Enrollment period, which was slated for April 30, 2021. However, we have been informed that open enrollment will likely be extended beyond that deadline to allow time for members to make their selection.

If you are still deciding on the best health plan to fit your needs, stay connected to us as we get more information to help you make your decision. We will keep you updated via eBulletin.
